tool_uploadcourse doesn't set the specific course_format_options (like "Hidden sections") setting like in the templatecourse and does not fall back to topics format

      1. Create a course named fullname "Hidden sections completely invisible course", shortname "hscic" with "Hidden sections" set to "Hidden sections are completely invisible".
      2. As admin, go to the Upload courses tool (admin/tool/uploadcourse) "Site administration" → "Course" → "Upload courses".
      3. Upload a file with the content like the one herunder, "Preview", then "Upload courses"
      4. Verify the "Hidden sections" value in the copied course is set to "Hidden sections are completely invisible".

      When copying over courses with admin/tool/uploadcourse the "Hidden section" setting isn't preserved which leads to lecturers having to set that again, which is a pain.

      1. Create a course named fullname "Hidden sections completely invisible course", shortname "hscic" with "Hidden sections" set to "Hidden sections are completely invisible".
      2. As admin, go to the Upload courses tool (admin/tool/uploadcourse) "Site administration" → "Course" → "Upload courses".
      3. Upload a file with the content like the one herunder, "Preview", then "Upload courses" then verify the "Hidden sections" value in the copied course.
