This issue workarounds the problem with Chrome 93 for Moodle 3.9.x versions and is a backport of MDL-71152 that avoids the same problem for Moodle 3.10.x and 3.11.x versions.
The first Moodle releases including these workarounds are v3.9.10, v3.10.7 and v3.11.3, released on September 13th, 2021 (build date 20210913 in version.php). Previous versions do not include the workaround.
The Chrome version affected is 93.0.4577.63, with both Chrome 92 and Chrome 93.0.4577.82 and up (released on September 14th, 2021) working perfectly.

Changing course format with
Google Chrome 93.0 Version 93.0.4577.63 (64bit)
Chromium Edge 93.0.961.38 (64bit)
is broken in
Moodle 3.9.7+ (Build: 20210520)
Moodle 3.10.4+ (Build: 20210514)
But seems to be working with Moodle 3.11.
When you try to change course format from f.ex. topics to weekly the page doesn't load and browser says "Error code: STATUS_ACCESS_VIOLATION"
Steps to repeat:
1. Open a course
2. Open course settings
3. Select course format Weekly
4. Notice the error message
