Latest versions of Chrome and Edge cause course format change to break.

    Description

      When trying to change the course fomat with latest version of Chrome (Version 93.0.4577.63) and Edge (Version 93.0.961.38), the page fails to load the settings and an error page displays.

      This is experienced on v3.9 and v3.10
