Remove Flickr plugins from core

    Description

      Flickr is not widely used these days so it would make sense to remove them as standard plugins and add them to the Moodle plugins directory:

      • block_tag_flickr
      • repository_flickr
      • repository_flickr_public
      • portfolio_flickr
