Site admin tab preference not respected on reload

      Steps to test

      1. Login as admin user
      2. Navigate to "Site administration"
      3. If you don't see the "More" menu then shrink your web page or decrease the size of your page by moving it to left,  you should see the "More" menu and tabs moving inside the "More" menu.
      4. Click on any of the menus shown under "More".
      5. Reload the page.
      6. The user should see the page to which the anchor link points. Also, the "More" tab should be highlighted.

      Use case: 

      Given you are logged in as an admin

      And you navigate to site administration

      And you turn editing on

      When you select More > Development

      And you reload the page

      Then you should be redirected to the Development pane

      Actual:

      you are redirected to the landing page for administration

      Notes:

      Reloading a page works as expecting when either:

      1. Editing is turned off
      2. Selecting an item not in the more menu
