Importing a content bank only from a course results in Invalid H5P content URL

Import a course that has h5p content in the content bank into a blank course using this method:

• initial settings > deselect everything but the content bank
• schema settings > click 'none' under 'include' so that no sections will import over
• review and confirm, then click import

What should happen is that the content bank (and nothing else) imports over from the original course. What happens instead: the content bank looks like the resources are there but, when you click on them, you get this message: Invalid H5P content URL.
