Space as section name (section without a header) causes error in course backup/copy (error/setting_invalid_ui_label)

      This issue can be replicated as follows:

      1. Create a new Topics format course
      2. Turn editing on
      3. Edit topic name
      4. Type a space in the section name box
      5. Save section name (Enter)
      6. Go to Course administration
      7. Click on Backup
