You should not be able to add more than one instance of most blocks to your Dashboard

      Test in master/311 as implementation differs

      1. Log in as admin
      2. Navigate to user dashboard
      3. Turn edit mode on/customise the page
      4. (If the Private files block is already present, then delete it)
      5. Press Add a block
      6. Press Private files
      7. Confirm Private files block is added
      8. Press Add a block
      9. Confirm Private files is not listed in the Add a block modal
      10. Press Text/HTML block
      11. Confirm Text/HTML block is added
      12. Press Add a block
      13. Confirm Text/HTML is listed in the Add a block modal
      14. Confirm you can add the Text/HTML block again

      Steps to reproduce:

      1. Go to your Dashboard and click the button 'Customise this page'.
      2. Click Add a block.

      Expected result: Blocks which are already displayed on your Dashboard, such as Course overview, Calendar and Timeline, should not be listed as blocks which can be added.

      Actual result: Blocks which are already displayed on your Dashboard can be added again so you have more than one instance of the block.
