Improve the navigation in pages that are using the frametop page layout

      Description

      In https://tracker.moodle.org/browse/MDL-72450 the navigation links (next and previous) are being removed from the activities when the course index is displayed and a preferable option for navigating through the activities. However, pages that are using the frametop page layout do not support course index, and if these links are removed the user will not be able to navigate from these pages. Because of these reasons the navigation links were not removed in 'frametop' pages.

      It would be nice to provide an alternative way of navigating from these pages which is more aligned to the latest navigation improvements. This most likely would require some UI re-work of this particular layout.

      To replicate:

      1. Login as Admin.
      2. Go to Site administration > Plugins >  File
        1. In 'Available display options' select 'In frame'
        2. Save changes
      3. Create a Course
      4. Create a File resource.
        1. Upload an image.
        2. Set 'Display' to 'In frame'
        3. Save changes.
      5. Go to the File resource
        1. note that the page is still using the old prev/next navigation links
