As suggested by Sander in and validated by Helen MDL-72111, we will add a message at the top of the notifications page, something like as follows (where 'Site admin presets' is a link to the presets page):

Hello and welcome!

Your site is currently using the Lite preset - Moodle with all of the most popular features, including Assignment, Feedback, Forum, H5P, Quiz and Completion tracking.

If you'd like more features, you can turn on more in the site administration, or choose one of the other Site admin presets.
