Can only create Learning Plans in the System context

      We have a set of cohorts created in a department specific context. We would like to map these to learning plans. When we try to create the LP we find that this is automatically created in the system ctx. Since our cohorts don’t share the same context as the LP, they will not show up when searching for cohort to connect to the LP.
