Confirm icon before Help and documentation link is visible

Confirm icons before/after Give feedback about this software link are both visible

Shrink window down to be narrow enough for the footer popup to revert back in to the page footer (mobile view)

Confirm the links are white/underlined

Checking ~~MDL-71965~~, so not sure if this was deliberate or not, but causes the link to appear misaligned as the help icon is invisible:
