Testing Instructions:
1. Create two users
2. Add a picture to one of them
3. Login as both so they appear in online users block
4. Confirm user picture size and name alignment is consistent

Seems to be a side-effect of ~~MDL-72305~~

If there are some users with a picture, and some without (so they get the generated initials in place of it), then the online user block shows the following misalignment:

  - Ascending
  - Descending
  - Thumbnails
  - List
  - Download All
