All of the setting for toolbook are located in the secondary navigation. Importing is visible while printing is in the more menu.

To fit with the UX style of the navigation we should move these settings into the tertiary navigation.
This will require an update to the base class for the plugin to decide if their settings fit into either import or export (or something else).

The select menus for import and export should be located to the right of the page.
