If there are no course badges, students shouldn't have a link to a page saying there are no badges available

      Steps to reproduce:

      1. Log in as a student and go to a course e.g. https://qa.moodledemo.net/course/view.php?id=7
      2. In the secondary navigation click on 'Badges'.

      Expected result: There should be no 'Badges' link in the secondary navigation if there are no course badges.

      Actual result: A message is displayed saying 'There are no badges available.'
