If there are no competencies linked to a course, students shouldn't have a link to a page telling them this

      Steps to reproduce:

      1. Log in as a student and go to a course e.g. https://qa.moodledemo.net/course/view.php?id=7
      2. In the secondary navigation click on 'Competencies'.

      Expected result: There should be no 'Competencies' link in the secondary navigation if there are no competencies linked to the course.

      Actual result: A message is displayed saying 'No competencies have been linked to this course.'
