Secondary navigation visual improvements: Font weight and tab width

In the current code, active tabs have a different width from those tabs which is not active. This causes the navigation to move around a little bit when navigating.

I think we tried to come with some solutions to this some time ago, but it still feels unpolished.

I suggest we keep the same font-weight for active tabs
