Cannot enter feedback from grader report when feedback was previously deleted from assign grader

      1. Create a course with a student
      2. Add an assignment. Make sure that Feedback types > Feedback comments is set.
      3. Navigate to the grade book for the course and turn editing on
      4. Click the "Edit grade" cog icon for the student's assignment.
      5. Add some feedback. Save the changes.
      6. Edit the grade again and verify the feedback saved
      7. Open a new browser window and go to the assignment.
      8. View all submissions for the assignment and check the "Quick grading" checkbox
      9. Enter some feedback for the student and press "Save all quick grading changes"
      10. Go back to the grade book and edit the grade
      11. Verify that the feedback from the assignment quick grading page has overridden the previous feedback
      12. Go back to the assignment and view all submissions again
      13. Erase the feedback given for the student and save all quick grading changes.
      14. Go back to the grade book and edit the feedback. Save the changes.
      15. Edit the grade again and verify the last feedback you entered is still shown.

      To reproduce:

      1. Create a course with a student and an assignment
      2. Navigate to the gradebook for the course and turn editing on
      3. Edit the student's grade for the assignment, adding some feedback
      4. Edit the grade again and verify the feedback saved
      5. View all submissions for the assignment and check the "Quick grading" checkbox
      6. Enter some feedback for the student and save
      7. Go back to the gradebook and edit the grade, you should see the feedback from step 7 has overridden the previous feedback (this is expected)
      8. Go back to the assignment and view all submissions again
      9. Delete the feedback and save
      10. Go back to the gradebook and attempt to add some feedback
      11. When you edit the grade again, you'll see feedback is not saved

      I think in this case, the feedback from the gradebook _should_ be added, as there is no feedback from the assignment. But instead the system thinks it should be overwritten with nothing.
