Course sections collapsed state icon should point left for RTL languages

As reported by moien.abadi in the discussion RTL issues on Moodle 4.0 "when I switch to RTL languages, the icon of collapse/uncollapse sections in a course, the icon for collapse state, still is left to right, I think it should be also change."
