Align question bank bulk actions UI with course bulk actions

      Currently, question bank bulk actions are invoked from a select list which opens a new page.

      For consistency with the new course bulk actions, we should replace this select list with a sticky footer containing icons for each bulk action, and display a modal for performing each action within the question bank page.
