Problem running reportbuilder/tests/external/conditions unit tests alone

      Run the following test cases, confirm they still pass:

      $ vendor/bin/phpunit --testsuite filter_emoticon_testsuite,repository_googledocs_testsuite

      Master only: confirm this testcase now passes:

      $ vendor/bin/phpunit --filter='core_reportbuilder\\external\\conditions\\add_test::test_execute'

      Working on MDL-72769 we realized that tests on reportbuilder/tests/external/conditions are failing when they are running alone:

      coding_exception: Coding error detected, it must be fixed by a programmer: $OUTPUT->header() needs to be called before collecting JavaScript requirements.
