The selector shouldn't appear if users can't change the "Type of event"

      Prerequisites:

      1. Log in as Admin
      2. Create a course if there is none
      3. Enable the editing mode
      4. Go to the created course
      5. Enroll a student if the course has no enrolled students yet
      6. Add Upcoming events block

      Testing:

      1. Log in as student
      2. Go to created course and click Go to calendar...
      3. Click on New Event
      4. Verify that the event type should not be displayed like the second screenshot in the description.

    Description

      Right now, if a user can change the "Type of event" field, it's displayed as a drop-down selector, which is OK.

      However, if the user can't change this parameter, the UI should not display such information. It just adds noise to the experience and could even confuse users.

       

      After investigating the version 4.0 and 3.11, the same issue existed, so decided to add the 4.0 & 3.11 to the affected versions
