Question category editing links broken when site installed outside webroot

      Pre-requisites

      1. A site installed outside the webroot, e.g. http://example.com/moodle

      Test

      1. Login as admin
      2. Create a new course
      3. Select More > Question bank from secondary navigation
      4. Select Categories from tertiary navigation
      5. Press any of the Default for <category> links (e.g. for course, category, system)
      6. Confirm they load the question bank for each category

    Description

      For example, my own dev site has the following:

      $CFG->wwwroot   = 'http://moodle.internal/master';
      

      See the following screenshot, clicking the Miscellaneous category leads to an incorrect URL

      http://moodle.internal/master/master/question/edit.php?courseid=2&cat=4%2C3
      

      Note the path is duplicated, leads to a 404
