Rename "Jabber" to "Chat" (long: "standardized Chat")

The issue because of removing "Jabber" (https://tracker.moodle.org/browse/MDL-71473) is closed. Here is the latest comment:

Don't know where this wrong information is from (please check facts).

Standardized Chat is becoming more important these days - e.g. see the "Fragebogen zur Sektoruntersuchung des Bundeskartellamts". And there are many more users with normal (standardized) "Chat" than e.g. Threema. Even ZDF, Verbraucherzentrale or heise list free "Chat" in their articles!

Because of "Jabber" I wrote an email to the moodle-helpdesk and got an answer to join this platform.

There is a draft for an article "Gedanken zu 'Alternativen zu WhatsApp'" which will be published soon.

Because of these facts I recommend to change the term from "Jabber" to "Chat" or "Standardized chat (based on XMPP)". Reason is it's based on international standard ("XMPP") like E-Mail is based on standards "IMAP"/"POP" or WWW is based on "HTTP".

Additionally it would be great to bring "Chat" back as a standard notification because "Chat" is as important as (or even more important than) E-Mail these days!
