Add secondary navigation to site home

      1. Navigate to site home
      2. Confirm you see the course tab is active
      3. Confirm you see the following secondary nav items (Course, Content bank, Question bank)
      4. Click question bank
      5. Confirm the dropdown for "Select a category:" is set to "Default for Front page"
      6. Confirm that the "Home" primary navigation tab is active
      7. Click content bank
      8. Confirm the first dropdown contains "System"
      9. Confirm that the "Home" primary navigation tab is active
      10. Click Course
      11. Confirm you are  on the site homepage again

      During the migration of the old navigation to the new navigation adding the secondary navigation to the home page was missed.

      This has caused some  confusing workflows in particular getting to the content & question banks.

      We need to address this.

      Attached is a figma design showing the secondary nav on the home page.
