Content bank secondary navigation

Whilst testing MDL-73316  I found we weren't handling secondary navigation properly in different contexts. In meantime I have added in the secondary nav in the system context but it is missing the question bank link.

We'll also need to properly set active tabs in the system & category context so it works like the module context.
