Badge pages polish

      Test site level badges

      1. Log in as admin.
      2. Go to Site administration > Badges > Manage badges.
      3. Confirm "Add a new badge" button's background is primary blue.
      4. Confirm there is a "There are no badges available" blue notification message.
      5. Confirm there is no "Manage badges" button

      Test user badges

      1. Go to user profile > Preferences > Manage badges
      2. Confirm there is a "There are no badges available" blue notification message.

      Test course level badges

      1. Create a course and go to More > Badges of the course administration.
      2. Confirm "Add a new badge" button's background is primary blue.
      3. Confirm there is a "There are no badges available" blue notification message.
      4. Confirm there is no "Manage badges" button
      5. Add a new badge.
      6. Fill all required fields and save.
      7. Click on Back button.
      8. Click on Back button again.
      9. Confirm there is a "Manage badges" button.
      10. Confirm "Add a new badge" button's background is still primary blue.
      11. Confirm there is a "There are no badges available" blue notification message.

      A couple of things to bring the badge pages inline with the figma design

      • "Add a new badge" button should be btn-primary
      • When there is no badges, the notice should have a blue background instead of a red one.
      • When there are no badges the "manage badges" buttons should not be displayed.
