Impossible to turn on only "Enable web services" from site admin page

      1. Log in as admin
      2. Navigate to Advanced features in site administration
      3. Enable the setting Enable web services
      4. Disable the setting Enable web services for mobile devices
      5. Press Save changes
      6. Confirm the Enable web services setting is still enabled
