Update the readme referenced here: https://github.com/moodle/moodle/blob/58a729f08871d0bdd4a27fe54327999c9b81dd0e/admin/tool/phpunit/index.php#L34-L35 to make note of the new rules as per https://docs.moodle.org/dev/Writing_PHPUnit_tests#Sample_plugin_testcase (both classname and filename in order to execute individual testcases)
