Focus on chapter content when navigating to next/previous Book chapter

      1. Log in as a teacher.
      2. Create a new Book in a course.
      3. For illustrative purposes, set the page description to a few paragraphs long text.
      4. Fill the book with at least 3 chapters.
      5. Log in as a student.
      6. Open the book.
      7. TEST Check that when clicking the Next / Previous chapter navigation widgets that the loaded chapter's title is displayed at the top of the page without the need to scroll.

      Steps to reproduce

      1. Go to any site that makes use of the Book module to present study resources such as https://learn.moodle.org/mod/book/view.php?id=141743
      2. Try to actually read the chapters from start to the end.
      3. Use the navigation arrows to go to the next / previous chapter as you read the book.

      Expected behaviour

      When navigating to the next chapter, the chapter should be the page element that gets the focus. Its title should be displayed at the prominent top page area.

      Actual behaviour

      The user has to scroll through the book title, book description and all other header content every time she/he jumps to the next / previous chapter. This is annoying experience.
