Remove unaddable blocks setting in behat steps for cases where navigation can be done in a different way

      In MDL-73347, a new theme setting has been added to boost and classic, unaddableblocks, to let admins define blocks that won't be displayed in the "Add a block" list.

      As a few blocks have been included by default to this setting for the boost theme (Navigation (navigation), Administration (settings), Courses (course_list) and Section links (section_links)), some behat tests have been changed to ignore this setting to let adding these blocks. There are two kinds of cases:

      1) Most of the cases are related to MDL-57120 because some blocks are used to "fake" navigation, so they should be fixed there.

      2) For those not in MDL-57120, we need a proper way to reach those pages without having to change the unaddable blocks setting and add those unadabble blocks. This issue is for fixing these scenarios.
