Course index not showing correctly locked status

      In sections with restrictions  lock icon is not always shown (as teacher). See screenshot

      Note: Teacher is not in the group.

      Students could see restricted sections on course main area, but don't see them on course index.

      Users (students and teachers) should see same sections and activities in both course index and course main content area.
