Missing items in the Site home secondary navigation

      Test:

      1. Navigate to site home
      2. Confirm that the first secondary menu item is "Home"
      3. Navigate to a course
      4. Confirm the secondary navigation has the following base nodes:
        1. Course
        2. Settings
        3. Participants
        4. Grades
        5. Reports
      5. Confirm the more menu has atleast the following nodes:
        1. Question bank
        2. Content bank
        3. Course completion
        4. Badges
        5. Course reuse
      6. Confirm the 'Course reuse' takes you to the import page
      7. Navigate to site home
      8. Confirm that you see "Settings"
      9. Click "Settings"
      10. Confirm you are redirected to "/admin/settings.php?section=frontpagesettings"
      11. Navigate to site home
      12. Click "Question bank"
      13. Confirm you see "Default for Site home"
      14. Click "Content bank"
      15. Confirm you see "System"

    Description

      After the removal of the settings cog menu from the site home page, there is no way to navigate to the Settings, Participants, Reports, Filters, Permissions, Backup, Restore pages in this context. 

      We need to add these missing items to the secondary navigation menu in the Site home page as presented in the figma prototype:
