Empty space on Activity completion report when Groups are not enabled

      1. As a teacher create a course with completion tracking enabled.
      2. Create at least 2 groups for the course.
      3. Create some activities with completion criteria.
      4. Go to course Activity completion report.
      5. Confirm 'Include' element is aligned to the left with 'First name' label.
      6. Go to course setting and change Group mode to 'Visible groups'. 
      7. Go to course Activity completion report.
      8. Confirm 'Visible groups' element is aligned to the left with 'First name' label.
      9. Go to course setting and change Group mode to 'Separate groups'. 
      10. Go to course Activity completion report.
      11. Confirm 'Separate groups' element is aligned to the left with 'First name' label.

      On Activity completion report there are 3 possible dropdowns: Visible groups, Include and Activity order.

      UI adds a blank space between them, but before the next element rather than after the previous element. So when the Groups dropdown is not available, there is a blank space that shouldn't be there.
