Report audience side bars don't collapse independently

      1. Log in as admin
      2. Navigate to Reports > Report builder > Custom reports in site administration
      3. Create a new report
      4. On report editor, switch to Audience tab
      5. Inspect DOM for the Show/hide 'Site' card toggle
      6. Confirm it has the following attribute (the index1 being the key): 

        data-target="#card_index1"

      7. Confirm clicking the card toggle opens/closes the card

    Description

      This wouldn't have been noticed in LMS because all current audience types are placed under Site, but is in Workplace because we have audience types within different plugins

      Notice that collapsing each side bar area should work independently of the others:

      On the Audience tab this isn't the case
