Extend upload courses functionality to support more enrollment methods

This epic originated from MDL-43127. So currently if you upload courses via csv you can only use basic enrollment methods - manual and self. We need to extend it to other enrollment methods to which it makes sense of course (for example database enrollment won't be needed while cohort enrollment needs to be done). Each enrollment method will be handled by its own tracker (will create soon), so discussion can be localized.
