Setup

Log in as admin

Create 1 active user (User1)

Create 1 suspended user (User2)

Report Builder

Navigate to Reports > Report builder > Custom reports in site administration

Create a new report from Users report source

Confirm that only User1 is shown on the report.

Open Conditions dropdown

Confirm that condition User suspended is set to "No"

Change condition "User suspended" to "Is any value"

Press "Apply"

Confirm that both users are now shown

This issue is about allowing to set default values to conditions on datasources when creating a new custom report.

A useful change is to set condition 'suspended' set to 'no' on the Users datasource to show only non-suspended users when we first create a report.
