The "User preference" in the "Start page for users" select (in Appearance > Navigation) is confusing. It should be removed from this list and added as a separate checkbox to let admins decide whether users should define their preferred starting page.

That way, they will also be able to define the default start page to display when users haven't defined their preferences.
