per-component phpunit.xml tests different directories to system

      1. Initialise phpunit 

        php admin/tool/phpunit/cli/init.php

      2. Build component configurations 

        php admin/tool/phpunit/cli/util.php --buildcomponentconfigs

      3. Open mod/forum/phpuit.xml and find the <testsuites>
        1. Confirm that only the tests directory is checked 

          <directory suffix="_test.php">tests</directory>

      The system phpunit configuration only tests the tests directory in each component, whilst the per-component directory tests the entire componet for any _test.php
