Competency frameworks repository should be opened in a separate page

    Description

      When accessing as admin to "Site administration > Courses > Manage courses and categories > Competency frameworks", the "Competency frameworks repository" button opens the archive.moodle.net page on the same page. As it has a different domain, I was expecting it to open on a separate page.
