Last section bottom-border is not displayed

      Test with both Classic and Boost themes.

      1. As admin create a new course with several sections and activities. Make sure the course layout is set to  "Show all sections on one page".
      2. Go to the course.
      3. Confirm the last section has no bottom border.
      4. Go to course Settings.
      5. Set Course format > Course layout = 'Show one section per page' and save changes.
      6. Confirm the last section has the whole border and looks at the previous section.
      7. Switch to edit mode on.
      8. Confirm the last section has no bottom border.

      Raised by mina while testing MDLQA-16388. To reproduce you'll need to create a course and, in Topics format > Course layout, choose "Show one section per page":

      It's happening in both themes (boost and classic).
