Show time limit to admins and teachers on assignments

      1. Log in as admin and enable 'Site administration > Plugins > Activity modules > Assignment settings > Enable timed assignments' setting.
      2. Create a new assignment, enable 'Time limit' setting and set to 15 minutes.
      3. Access the assignment created and confirm the time limit is shown in the summary table.
      4. Enrol a teacher in the course.
      5. Log out as admin and log out as a teacher.
      6. Access the assignment created.
      7. Confirm that the time limit is shown in the summary table.

      A new Time limit option for assignment activity was introduced on MDL-68913. But the Time limit information is shown on the assignment summary table only for students. Testing instructions specified that the Time limit value should be shown also for teachers, and on Quiz activity the similar feature Time limit is also shown for them, so we should show that information for everybody that can access the assignment.
