It is not possible to access all languages in a long language menu on the login page

      Requirements:

      1 Site with at least 10 language packs installed

      Test:

      1. Navigate to the login page
      2. Click on the language selector
      3. Confirm the dropdown does not take the full height of the page
      4. Confirm you can scroll the language selector

      As noticed by vmdef on https://qa.moodledemo.net/login/index.php, if you have a site with many lang packs installed, the language menu is very long and there is no scrollbar to access languages higher up the list.
