Manage files window has unnecessary scrollbar

      Please, test both in Classic and Boost, and in the supported browsers.

      Initial setup

      1. Log in as admin.
      2. Make sure that Toolbar config contains the managefiles in Site administrations > Plugins > Text editors > Atto HTML editor > Atto toolbar settings.

      Without background image

      1. Navigate to any course.
      2. Edit the course.
      3. In the Course summary, click on the Manage files button in the Atto toolbar.
      4. Verify that you will not see the horizontal scrollbar.
      5. Verify that you can read all the text/information normally in the popup.

      With background image

      1. Navigate to Site administrations > Appearance > Themes > Boost.
      2. Upload an image to the Background image and Save changes.
      3. Navigate to any course.
      4. Edit the course.
      5. In the Course summary, click on the Manage files button in the Atto toolbar.
      6. Verify that the File manager section is aligned in the centre of the popup.
      7. Verify that you can see the background image.
      8. Verify that you will not see the horizontal scrollbar.
      9. Verify that all the text/information were not covered by the background image.
      10. Verify that you can read all the text/information normally in the popup.

      Steps to reproduce:

      1. Go to any field where the Atto editor is used.
      2. Click the icon 'Manage files'.

      Expected result: A window opens that is the right size for the file manager.

      Actual result: A window opens with a scrollbar and lots of white space below the file manager.
