- Download settings.php
to the dataformat/excel/ directory of your site - Log in as admin
- Navigate to Plugins in site administration
- Confirm there is Microsoft Excel (.xlsx) option next to Data formats
- Press Manage data formats
- Confirm Microsoft Excel (.xlsx) has a Settings link
- Press the Settings link
- Confirm you see the settings page for the Microsoft Excel (.xlsx) data format
- Enter a number in the Something setting field and save
- Confirm setting is saved

Description
If any dataformat plugins provide settings, using standard settings.php mechanism of doing so, they are never loaded into the admin tree so can never actually be accessed
