error/user XXX cannot send at message to conversation XXX

When an admin writes an teacher or student they cant reply without getting error/user 155 cannot send at message to conversation 201 - If they both are enrolled in a course its possible to reply.

Theres a setting - Allow site-wide messaging - but we dont want that enabled.

Is it possible to make it so that users can reply to admin when written to?
