Final deprecation of get_available_completion_tabs() and navigation()

      1. Confirm the following returns only the function stub (with thrown exception) and upgrade notes regarding removal: 

        $ git grep -A1 get_available_completion_tabs

      2. For each of the following files (found via $ git grep get_renderer.*bulk_activity_completion):
        • course/bulkcompletion.php
        • course/completion.php
        • course/defaultcompletion.php
        • course/editbulkcompletion.php
      3. Confirm the $renderer instance does not call the ->navigation(...); method

      The function get_available_completion_tabs() in completion/classes/manager.php and navigation() in course/classes/output/bulk_activity_completion_renderer.php need to go through the final step of the deprecation process.
