Forms should have the action button on the right

      1. Log in as admin
      2. Create a test user
      3. Navigate to Server > Email > Outgoing mail configuration in site administration
      4. Press Test outgoing mail configuration
      5. Confirm form buttons read [Cancel] [Send a test message]
        • Fill in the To email address field
        • Press Enter on your keyboard
      6. Confirm the form was submitted, you should see the following message (note this assume you've setup email for the site, it's possible you may see a different notification, all we are testing here is that the form was submitted):

        This site has successfully sent a test message to the mail server.
        

      7. Navigate to Users > Privacy and policies > Policy settings in site administration
      8. Set Site policy handler to Policies (tool_policy)
      9. Navigate to Users > Privacy and policies > Manage policies in site administration
      10. Press New policy
      11. Confirm form buttons read [Cancel] [Save]
      12. Navigate to Courses > Upload courses in site administration
      13. Upload Courses.csv and press Preview
      14. Confirm form buttons read [Cancel] [Preview] [Upload courses]
      15. Press Upload courses
      16. Navigate to uploaded course
      17. Enrol test user as a student
      18. Press Settings
      19. Confirm form buttons read [Cancel] [Save and display]
      20. Press More > Course reuse
      21. Select Copy course from tertiary navigation
      22. Confirm form buttons read [Cancel] [Copy and return] [Copy and view]
      23. Select Reset from tertiary navigation

      Following on from MDL-73797, let's make forms e.g. course settings, add/update activity etc. (see attached screenshots) consistent and have the action button on the right.
