Upgrade to 1.7 causes permission errors and no admin block

      Description

      Upgrade Process:

      1. Latest daily 1.7 downloaded
      2. Uploaded to server
      3. Navigated to https://moodlehome/admin
      4. All database and upgrade processes appeared to work ok
      5. At one point it jumped to login screen, so navigated to https://moodlehome/admin again to continue process
      6. Process completed fine, login prompted
      7. After logging in, no admin block, and permission error when navigating to https://moodlehome/admin again (image attached)
