- Install Hebrew (he) langpack
- Create a course and enroll an editing teacher
- Log in as admin and create/upload H5P into the course content bank (you can use accordion-6-7138.h5p
or any other H5P file) - Wait until the H5P content is displayed
- Log out and log in as the teacher
- Go to the course content bank and display the H5P content created in step 3
- Check the "More" dropdown only have a "Download" option
- Change language to Hebrew (you can add "&lang=he" to the URL)
- Check the dropdown menu is visible and has only a "הורדה" option

Content bank - H5P activity "more" menu - download action no visible (in RTL mode)
Steps to reproduce:
- Have the H5P libraries installed
- Install Hebrew (he) langpack
- Create a course and enrol 2 editing teachers
- Log in as teacher 1 and create/upload and H5P into the course content bank
- Log out and log in as teacher 2
- Go to the course content bank an display the teacher 1 H5P content created in step 4
- Validate the "More" dropdown only have a "Download" option
- Change language to Hebrew (you can add "&lang=he" to the URL)
- Expected: the dropdown menu is visible and has only a "הורדה" option
- Current behavior: the dropdown menu is hidden and the "הורדה" option is not visible
